語源

形容詞 responsible (責任がある) + 抽象名詞を作る -ity から成る。
Responsible はラテン語 respondere (応答する) の過去分詞 responsus から派生した responsibilis (応答できる) に由来。

質問や要求に対して「応答できること」が元の意味合いで、自分の行動や義務に対して負うべき「責任」「責務」を指す。
