複合語。head (頭、長、主要な) + quarters (宿舎、持ち場、地区)。
quarters は元々「四分の一」を意味したが、都市の「地区」や軍隊の「宿舎」を指すようになった。

軍隊で司令官 (head) や主要部隊がいる「宿舎・地区」(quarters) から、組織全体の運営を統括する中心的な場所、「本部」「本社」「司令部」を指す。通常、単数扱いまたは複数扱い。
